The provision of protection services to the elderly is a national issue. A recent survey of state Adult Protective Services programs conducted by the National Committee for the Prevention of Elder Abuse on behalf of the National Center on Elder Abuse revealed a dramatic increase in the number of elder abuse reports in 2001. The study shows that even though the numbers represent only a small portion of the reports that need to be analyzed it is difficult to draw precise conclusions from such limited data.
Adult Protective Services (APS), a public response program, is designed to prevent abuse of vulnerable adults and to respond to them. These programs are located within human service organizations and are staffed by social workers. They conduct investigations, develop case plans, counsel clients, and monitor service delivery. These activities help vulnerable adults live independently. The delivery of services is complicated. One must strike a balance between the desire to help vulnerable adults and the need to offer a broad range of services.

APS uses different target groups and definitions. There are no uniform national definitions. The result has been a confusing array of state and local APS programmes. Most states have adopted a similar model for protecting service delivery. This means that although there is similar knowledge about the extent and severity of adult abuse, there are not enough national leaders. This results in a complicated system of local programs that often have different identities and delivery methods.
Researchers, practitioners, and advocates find it difficult to collect accurate data on the nature of local APS cases. Two primary reasons this is the case are (1) the lack a mandated reporting system and (2) the lack uniform definitions. Accordingly, the number of APS elder-abuse reports has increased significantly over ten years. This is more than the growth in the elderly population.
APS workers argue that excluding elder abuse from the definition of abuse would reduce the resources available for service delivery and marginalize self-neglecting adults. Research has shown, however, that the majority (over 90%) of the cases handled by APS are those who neglect their own needs. In addition, self-neglect is a potential criminal investigation.
The National Committee for the Prevention of Elder Abuse surveyed 472,813 cases of vulnerable adult abuse. The study pinpoints the core areas of maltreatment. This includes neglect, physical abuse and property exploitation. While elder abuse cases have seen a significant increase in the last decade, many other instances go unreported. There is a dearth of studies that evaluate the effectiveness and safety of APS.

The National Association of Adult Protective Services Administrators (NAAPSA) is a non-profit volunteer organization that supports the mission of improving the availability of services for vulnerable adults. The state and local APS members are the organizations' representatives. The National Academy on an Aging Society is also published by the organization. This publication aims to promote understanding and offer guidance to older adults who are caring for them.
